This Policy describes how Новосельцев Вячеслав Владимирович (Self-employed (NPD taxpayer, Russia), TIN 402706160360) (the «Operator») processes personal data of Arkan users (website https://www.arkan-oracle.online, Telegram bot @Arkana_Oracle_bot, Telegram Mini App).

1. Data we collect

  • Date, time and place of birth — to build the natal chart.
  • Name and email — for login, subscription and tax receipts.
  • Telegram ID and username — when signing in via Telegram.
  • Reading and interpretation history — for personalisation.
  • Payment data (last 4 digits of the card, status) — via YooKassa; full card details are not exposed to us.

2. Purposes

Providing the Service, user identification, processing payments, sending notifications and Russian FTS receipts, improving AI interpretation quality (anonymised aggregates), and complying with Russian law.

3. Sharing with third parties

Data is shared only to the minimum extent required:

  • YooMoney NBCO (YooKassa) — to process payments.
  • Russian Federal Tax Service («My Tax») — to issue self-employed tax receipts.
  • Anthropic / OpenAI (AI providers) — anonymised interpretation requests, without email or full name.

Data is never sold or shared with third parties for marketing.

4. Retention

Account data is kept until the user deletes the account. Payment history is retained for 5 years as required by Russian tax law. Guest accounts are deleted after 24 hours of inactivity.

5. User rights

The User may request access, correction or deletion of their data, and withdraw consent by emailing support@arkan-oracle.ru. Requests are handled within 30 days.

6. Cookies and analytics

We use technical cookies (session, language) and anonymised visit analytics. No third-party advertising trackers are used.
